SAN FRANCISCO (KGO) — Jill Harrison’s daughter, Ciara, was murdered in southern California in 2019 by a person she had acknowledged for only a thirty day period. Her body was identified 11 times later.
“He experienced been up for times on drugs. And just delirious, out of his brain, and they ended up combating. And he explained, ‘I just pulled the gun and shot her,'” Harrison claimed.
Her daughter’s killer is at San Quentin. And Harrison suggests she supports the likelihood for convicts, like him, to be rehabilitated less than Gov. Gavin Newsom’s new proposal.
“So, do we want them to just sit in there and perform dominoes? Do we want them rehabilitated? Or do we want them to appear out and reoffend and go again to jail all over again?” Harrison explained.

Newsom’s $20 million system is to transformed San Quentin from a highest-stability prison into just one centered on rehabilitation and education and learning, which he believes will lead to improved public safety and lower recidivism.

According to 2019 report by the California Section of Corrections and Rehabilitation, the state’s recidivism fee is, “stubbornly substantial,” averaging about 50{2c3a8711102f73ee058d83c6a8025dc7f37722aad075054eaafcf582b93871a0} in excess of the previous ten years. Harrison hopes the new proposals will deliver improved benefits.
“If they will not have methods — to just take courses, to understand and develop, and heal forward — what else are they likely to do? Nobody at any time obtained rehabilitated by participating in playing cards all day, or basketball,” Harrison explained.
Harrison states she is not blind to the actuality that some inmates may be striving to do great just to make parole. But she tends to make an crucial distinction. Her daughter’s killer is looking at a sentence of 50 years to life. She is not inquiring for an early release.
“He won’t need to be out. He requires to be in there. I am super pleased that you are doing work on items. Nevertheless, my daughter is however not below. I can forgive you, but that won’t mean I assume you are completely ready to be produced,” Harrison mentioned.

“I know most people won’t recognize, but Ciara is absent. I are unable to get her again. So what I can do, is flip this tragedy into a triumph. Use her daily life to seed this plant that provides a harvest. So, I experienced to come to a decision to honor her by healing forward and seeking to carry efficient adjust,” Harrison mentioned.
